Personally, I believe it still carries some weight. If all else is equal but PR is different then certainly the site with higher PR should rank higher
The downturn in pr for your site has been a downturn for a long time already. You are just finding out now because G just made it public now. So you can not connect the public PR update to SERPs. Your real did not just now change. /*tom*/

Not necessarily, there are other variables as well and PR is just one of them. Refer to google corporate page and you will see what I mean.
PR do matter, if not much then at least a little bit. But there are so many other reasons for which a site can drop in SERPs, for example, a site may drop or get penalty because of duplicate content.

Drop in serp has nothing much to do with drop in PR. The drop in rankings could have been because of smart work by your competitor. As for the PR drop and serp drop ref, one of my blog went from PR4 to PR0 and it's still ranking high in results.
PR matters. Of course, not ALL the sites that are high in the SERPS have top PR, but those are high because of other SEO tactics. Page Rank does matter and the ones who say it doesn't are often people with lower page rank who must resort to other types of schemes to get their pages higher on the search engines.
