Sometimes people use that line if they want to sell you valuation services - they may not be genuine about buying your domain. Don't be surprised if they recommend a particular company to do your valuation for a small fee. Once you've paid for your valuation, they'll move on to the next victim. Namepros has a great section for getting domains valued and if it's a developed site there's one online valuation tool for established websites that's very accurate. They are both free.
There are several sites that offer professional, certified domain appraisals. If you are looking for this service then I would recommend the one in my sig. I hope this helps

If the buyer requested you to get an appraisal at certain site of his choice probably it's a scam. Be careful. The domain obviously is not worth 12K though.
