Ok, so you want to be provided with 30 uniqe IPs every week totaling 120 IPs monthly. But will not tell why you need them and what your going to use them for? I will assume that your going to have a hard time getting someone to provide you this kind of resources with this information.
Hosting providers that follow ARIN rules require that you provide justification for using the IP addresses that you are allocated, just so you are aware.

That ill be very difficult task. Hire man which will look for the IPs constantly. May be you will be in luck. That is quite hard task to carry. How unique should IPs be?

As someone else mentioned you are going to need to fill out an IP Justification Form. Also, any firm that would grant you this request is going to want to be assured that you are not going to poison them.
