Hello, If we are buying images, graphics (computer generated), PLR / MRR eBOOKS articles, database being sold online every where and in this forum do we have right to use them how do we know we are getting what we are told. do we blindly believe in what seller say? and If in our forum a member post some article or content form some other site without our knowledge then is it against any law? because it is difficult to manage allposts and how we check whether this post is unique or copied? and We are ready to delete remove such posts as soon as we come to know that it has been copied thanks for your advice
If you are based in the US, the DCMA Safe Harbour provisions do exactly what you suggest. If you allow user-generated content, you do not have to review the content as it is posted. But you do have to take it down if notified by the original rights owner, and notify the user who posted it of what you have done. See http://www.chillingeffects.org/dmca512/faq.cgi for the full, gory details. If it weren't for these rules, sites like YouTube (and, come to that, Digital Point) would be impossible to run. If you are not in the US, local laws will apply, but following something like the above guidelines is probably no bad thing.

As far as buying content & images - it is your responsibility to make sure you have permission from the copyright holder for all content you put on your site. I would guess that the vast majority of image packs and wallpapers being sold on DP are stolen content that you are not legally allowed to use. If the owner decides to sue you- claiming you bought them from someone else who told you that they had the rights is not going to legally get you off the hook. You will be responsible for paying the copyright holder - perhaps thousands of dollars per image. You may then attempt to find the person who sold them to you and attempt to sue them - and good luck with that. Buying images from established sites like istockphoto is pretty cheap insurance against being sued.
