How to make a menu for a CD rom?

    What software do I need to use to create a menu for a CD rom?

    It will run on a PC and the user needs a few choices, one to run a program, and other choices to open various folders.

    We have been trying to make the menus and nearly finished one but it is taking ages.

    Can anyone help us finish them off? There are 5 CD Roms in total that need menus. Please PM me if interested.
