The use of rel="bookmark" has been used for some time but I never obtained results from it. The other <h2><a is used all the time.
I guess the real question I had was putting the title as title="Permanent Link to Advanced Design Utah"

You always want to use the H tags for any page titles, sub titles, list titles, etc. on your pages. Make sure to include a keyword phrase related to that specific page in your H tags, but do not spam your keywords in there as it can actually get you penalized. You can also style your H tags anyway you want to with a little CSS, just do not try and use CSS to hide your text as you can get penalized for this as well. I do not see this one method boosting your site to page 1 of the SERP's for competitive keywords, but do enough of these little things and you will see the results in due time.
