Nice idea although doing it with email submits isn't really worth it. If I were you I'd use some of the poker sites that pay out $100+ per signup and then pay people $15-30 to do them, you make more money per signup and more people are willing to sign up because you're paying them more.

You are going to lose big time if your affiliate network would not pay your commision for doing this dirty tactics.

It is dirty, because you're sending worthless leads.
Let's say they pay you 25$ per lead for a loan company.
You pay someone to sign up as a lead,
The person you're paying is obviously not interested in the company, just wants the money.
The company gets bogus leads which don't convert, the affiliate network notices that and you get banned, and don't get paid.

You can reason it any way you want, but I'm sure what is being done can be qualified as fraud, sending worthless leads makes the company paying for the leads lose a lot of money

That's how every incentivized site on the net works. People sign up for things they don't care about and the advertiser allows it because a lot of the time they have recurring billing meaning if the end user forgets or doesn't realize they have to cancel, the advertiser makes money anyway.

The thing is if it's not really approved for incentive traffic your going to loose all your commissions more than likely, and even if you don't, I wouldn't get too comfy with the fact that your going to make lots of money. At first you'll do OK, but once they start seeing that your traffic isn't making them any money, they will start to scrub your leads. Oh they'll scrub them hard. madppc dot com

You will not earn any money.

Incentivizing a lead is one thing, Incentivizing random people is another thing.

    Here's the deal

You have an insurance blog, which gets targeted traffic from people that are interested in insurance, you incentivize them by giving something away and they need to sign up for the offer.

These are quality leads, and they might end up converting for the company, i.e bringing them money, bringing them the investment back.

On the other hand, if you just pay some random people to join, they will be crappy leads, they won't convert, the affiliate network and company paying for the lead are gonna notice that, and you won't get paid.
