Personally, I think submitting Guest Posts to high traffic (and related) blogs is the best way to find, and retain targeted traffic. Most large blogs that accept guest posts will have some form of quality control, but so long as they detail a bit about your site and the author below the post, you're bound to get some real quality traffic.
Where did you hear that? It's advertising. Word of mouth is after that. The best sites to submit your articles to are the sites that have the same kind of info. For example: If you are doing dating articles for men, submit them to Yahoo, Askmen, About, bullzeye....

EzineArtiles.com will probably provide you with the highest ranking articles in the search engines. Other options that I like include AssociatedContent, Squidoo and Hub Pages. Those all work well with natural search engine rankings and traffic to my central point/site. I also make a point to make each article original and not "blast" it to numerous sites at once.
As others have said, Articles Base is good. Go Articles is, too. I'd also recommend Article Dashboard. They are all pretty highly ranked. Articles Base is particularly good because it allows rich text in the article. The others don't (or you have to put the html in yourself, I think). Also, Articles Base has a good stats tool. It shows how people are finding your articles through Google.
Ezinearticles.com by far ranks the best, but they are pretty strict about what sort of links you can include and where. GoArticles.com still ranks pretty well and allows just about anything content-wise. They also usually get approved right away. AssociatedContent.com takes forever to get approved but they also rank very well, and you can earn money directly from views to your articles. They will even pay you upfront (usually a few bucks) for unique articles (once they are approved).

Create new threads on forums and post them there, get a directory of ezines membership and send them out to the members, search google for article directories, and submit them there.
