Need website store backend built...$20 to be paid to coder

I'm going to be setting up a page that allows users to submit their site to a variety of directories. I want the site set up using credits and a user can access the submission page and use it how ever many times credits they have. Checkout page needs to have paypal option available and backend in mysql. Paying $2...pm me or reply here.
