Rejected by Ebaypartnernetwork. What else should i do to be accepted?

    Hello! About 1 week ago i were trying to join Ebaypartnernetwork but i was rejected without any reason. I contacted them and the response was:

    What else should i try? And my question is...if i'll ask someone else to join ebaypartnernetwork for me, could work?

    Since they didn't cite it was your country or location that was an issue, then obviously they have a problem with your site itself.

    Ok, this could be true. My site is new, i mean, isn't done yet. Because first i want to apply that, get the products and then i will promote the site. beacause i don't think is a good idea to promote the site without any content on it, isn't it? What steps should i follow? Should I first promote the site without any content?
