    That means you should have offered it after 60 days have passed.

    Why would anyone trust you for 60 days. The world is becomming so untrustable these days.

    If I could transfer it earlier, I would. This is the rule. Or anyone interested could sign up with the company that I host my domains with (free account) and I could push the domain to them.
