Do the Non US publishers pay taxes on their earnings from adsense? Say all their activity is out of US.

Yes, people are responsible for paying tax on income in their own country to their government, unless you live in Dubai where its tax free!

Many countries do not tax offshore earnings.

Check with a tax advisor in your country.

So, Google Adsense does not withhold any money from the NON US publishers.

If that is true then making an offshore corp. could be a good Idea (provided you check with tax specialist).

Google doesn't take anything if you are non US.
It depends on your country if you have to pay some income tax to the goverment.

in brazil, the ABN AMRO Bank tax is 110 dollars ¬¬, my check is 150 dollars ...

I needed to create a new account through "Banco Do Brasil", now, I'll pay "just" 20 dollars of tax

Are you saying that in the US Google takes a chunk of your Adsense earnings in tax before you even get the cheque?

Google does not deduct tax from your income because you are not an employee of Google. It is a business to business relationship and you are responsible for paying your own taxes -- if applicable. In Canada, Google income is fully taxable. Also, Canada taxes your offshore income, even if it diverted through an offshore corporation.

How about those US citizens who live/reside outside US for more than 10m a year?
Do they still have to pay taxes in US?

Well, it all depends. I am an Australian, but I run a company, so the company pays tax in both the US and Australia - but I only pay australian tax on adsense earnings, not US tax (which for me runs at 5%) and whatever tax I pay in the US I claim back against Australian tax. I also pay German tax, and Portuguese tax, and French tax, and Belgium tax, and ... and ... I'm sure there's another one, oh yeah, Russian tax ...

So the short answer it it depends on your country and what tax agreements and arrangements it has with the US. It depends on your status as an individual. Ask your accountant, don't guess! ;)
