Paypal limit increase and decrease

i just noticed the sending limit for unverified account ( india) increased to 500$

but the monthly limit to withdraw to bank was not changing

is it only for me or to all

any body else getting the same limits ( ie withdraw to bank )

i applied once for cc but nothing happened with sbi

well i just was using to withdraw so didnt thought much for cc but now i am struck

 

to get cc HDFC open to me two accounts and also FD 20,000 Rs. and all creating this now Bank says your credit card is declined . i can not understand what is the true way? please help me.

 

i'm interested if there is a limit for paypal business account?

 

well no idea but business account have some greater i fees i think and it requires a business identity
