    What is the best ?

    A. Submit to 2000 website directory ( random link )

    or

    B. Buy link or link exchange for 10 website PR 4 or higher

    ?

I would take quality over quantity, directory submissions count for practically nothing.

Certainly basing your strategy around it is a mistake. Sometimes I submit to higher quality niche directories, but not particuarly often.

For me , thats questions answers is B ... Because if you submit to 2000 website directory your site , google can place your site to sandbox . On a sudden , a lot of backlink your web site ...

Personally I would prefer my links to be contained in the page text in a relevant article. It's theorised that text around an anchor is taken into account as well as the anchor text itself.

Also bear in mind that disproportionate footer or sidebar links could well be a signal of a site that's buying links. It's not really natural for sites to link in that way.

100% agree. focus on quality rather than quantity. 10 good quality relevant links is far better than 100 irrelevant crappy links

Quality is always better than quantity, if its a high pr site with just your link, your pr will jump much higher than just the low pr site with a lot of links on it.

I disagree, quantity works best for me. Doesn't matter the least if its relevant, I guess I have a unique strategy - but it's working well for me :).

In my experience 10 PR4 is better then 2000 PR0 (or unranked).
But you can do both.. you will not loss anything.

Well.. I would go with quality over quantity.. BUT link exchange is not really a quality method anymore. Get quality one way link if you want them to be useful to you.
