Lycos...You are correct, concentrating only on building back links to gain Page Rank will go into null when Google changes their algorithm one fine day. So better create a website which is informational and easy to navigate for the users. You have to work on page reputation as well, but don't ever try to concentrate on back links and PR alone.
Relevancy between the page title, description and useful content will get high PR. Receive backlink from the relevance topic will help to index in high position (SERP). That is base on my experience.
Backlinks can help, but that is only part of the PR algorithm. I know sites with thousands of relevant links that have a PR 0, while there are other sites with less than ten links and they still get a PR 1 or higher.

I've studied many major sites like CNN.com, Microsoft.com, Drudgereport, Whitehouse.gov, etc. Believe me, their backlinks do not all come from "related" sites. They have hundreds, if not thousands, of backlinks from all sorts of sites. What they all do have in common is a lot of backlinks from sites that carry good PR themselves.
Page rank is your ranking on the search engine results.... backlink is a link from another website to yours.... Pagerank is said to be mainly affected by backlinks... and SEO experts said that having 10 backlinks from quality sites is better than 1000 backlinks from unknown sites...
i think page rank is related to links the higher you have more links and more related links the higher will be your page rank.
Focus on your contents first. Backlinks and PR will come later on. With good contents, people will link you without you asking them.
