You pay them.... from my experience with top bloggers they dont want to know you unless you make them money.
If your looking for a top blogger, you better be willing to hand over a few hundred dollars for a review. The big guys usually want a good amount of cash. If your just looking for bloggers in general you won't need as much cash and you may get more traffic and sales anyway. Big blogs do not always mean you get a lot of traffic. Either way check their blog for contact information and email them an offer. Be willing to negotiate and you should be okay.

You could pitch your idea to bloggers you read about, but doing 'cold calling' bloggers without a monetary incentive isn't going to get responses (in their blog) unless your really lucky. I agree with cristlegirl , target smaller bloggers who are in your product area, they may do it for a free sample or a bit of cash. That way you get multiple reviews for less money than it would take a top blogger to produce it, and who knows, maybe someone will blog about their blog and your on a roll!
yep - aim to get a few reviews/posts/links in a range of mid/low end Blogs rather than going straight to the big boys. Could also put a WTB post in the link sales forum here on DP - http://forums.digitalpoint.com/forumdisplay.php?f=58
Just spam them with the subject line like "so you think you're better than me Mr. Big Blogger, Mr. I had no talent but I made enough money blogging to buy talent now and won't help the lil poor broke people like i once was" That'll do it!
go to http://topsites.blogflux.com/ and find top bloggers in your niche by browsing its targeted categories
yea there should be contact info for you however be prepared as they either A) will do it out of the goodness of their heart or B) they charge
