Let us then examine this question from a legal perspective, which is supposed to be definitive and binding in civilised countries, in states of law which follow due process, presupposing that the USA wishes to include itself in this group of nations. Beginning with Abkhazia and Georgia, Georgia was a signatory of the Constitution of the Union of Soviet Socialist Republics and was bound under this Constitution to respect all its clauses. One of these was the voluntary dissolution of the Union and the clause which states that minority groups (South Ossetia and Abkhazia) in other Republics (Georgia) had the statutory and constitutional right to a referendum to decide as to the degree of independence/autonomy/self-government that their people chose in a free and fair electoral process. Georgia, as so often, broke the law by not holding these referenda, so just this fact makes a valid case for these two republics to decide for themselves whether they are a part of Georgia or not. It is after all their right and Georgia was bound by it. To compound the issue, Moscow spend 17 long years negotiating peace with Georgia stressing at all times the need to forge a solution which satisfied Tskhinval (S. Ossetia), Sukhum (Abkhazia) and Tblissi. Georgia responded at best with manipulation, insults and insolence and at worst, on more than one occasion, with violence, as we saw in the slaughter of 2.000 Russian civilians in Tskhinval on August 7/8, a detail which the Bush/Rice/Cheney regime did not have the decency to refer to once and which the international media did its best to either ignore or worse still, manipulate the facts. So on that fateful night, Georgia itself by its actions blew out the candles lighting any path towards its territorial integrity. Saying to Ossetians and Abkhazes that they must live inside Georgia is paramount to telling Jews to voluntarily present themselves at the gates of a concentration camp in Nazi Europe and smilingly accept the precept that Arbeit macht frei. There are reactions to every action and those who perpetrate acts of butchery must live with and face up to the consequences. Here we introduce the second point of law, namely that Russia’s actions, giving the peoples of Abkhazia and South Ossetia the chance to realise their right to self-determination, was fully compliant and totally right under the UN Charter and in accordance with the norms of international law. So much for the case of the Caucasus. To start with Georgia began from an untenable position due to the illegality of its acts and Abkhazia and South Ossetia were always due the right to decide on their status as to statehood. The situation in Kosovo is completely different. Kosovo is integral part of the territory of the Republic of Serbia, whose military activities in this province were a reply to the acts of terrorism perpetrated by the Kosovo Liberation Army (Ushtria Clirimtare e Kosoves - Albanian), instigated and supported by the Albanian lobby in Washington. The argument that Kosovo is more Albanian than Serbian does not hold any legal ground whatsoever, since it was originally Serbian and Albanian women only went there to breed, and try to change the population balance. Does this then mean that in the USA, states where hispanics are more numerous than Anglo-Saxons should secede from the Union? Of course it does not. The question of Kosovo follows all the norms of international law regarding inviolability of frontiers whereas Abkazia and South Ossetia do not. They have the legal right to independence, Kosovo never has, does not and never will. Therefore the states which recognised Kosovo were acting outside international law and the decision has as much jurisprudence as some lunatic saying he is King of Saturn, handing out certificates of land tenure in return for a fee. Is this what international law has boiled down to during the Bush regime? And the sooner the West gives up its imperialistic pipe-dream of continuing to draw lines on maps and screw up entire regions of the world, the better. As if they didn’t do enough damage already. The bottom line is that in a civilised world, laws are made to be followed. It is totally unacceptable that modern, civilised states base their diplomacy on illegality, boorishness, cajoling and bullying without one iota of legal fabric in their arguments. It is absolutely essential that future generations read these lines and judge for themselves who was right and who was wrong at this fundamental moment in the determination of the future of Mankind. Condoleezza Rice and the insult to international diplomacy In the equation which makes up the odious, criminal and murderous Bush regime and its murderous, criminal and odious foreign policy, the constant factor is constituted by a teacher, promoted to positions way above her personal and intellectual station by a gullible fool of a President. This teacher, whose sheer incompetence as National Security Advisor and as Secretary of State is today so blatantly apparent, goes by the name of Condoleezza Rice. The fact that Rice was National Security Advisor at the time of 9/11 speaks for itself, period. As Secretary of State, she is supposed to be responsible for her country’s diplomacy, she is supposed to be Washington’s leading diplomat. But can anyone think of a figure less qualified for the post? Starting with the face (set in a constant snarl, with a scar for a mouth, lips pursed back in a sneer, piggy eyes looking as though something evil is lunging behind them), continuing with the body language (aggressive stance, butch, defensive posture as though she is hiding something or afraid) and ending with the discourse (about as diplomatic as a raspberry and a fit of giggling at a funeral ceremony), she cuts a sorry figure. The constant arrogance and hypocrisy of this failed female makes it that much more apparent that here is a person way out of her depth. Instead of regarding sensitive issues from a balanced viewpoint as she is supposed to do, this incompetent loud-mouthed, bad-mannered, bullshit-mongering bimbo takes one side, ignores the other and then speaks down from a holier-than-thou platform as if she were on a lecture dias. This is not a classroom, Condoleezza Rice, and you are not a diplomat. You are a liar, a cheap, shallow, failed, wannabe actress on the diplomatic stage. This is the real world and out here, you have to be prepared to face up to your responsibilities. For a start, you have failed to mention one single time the Georgian war crimes against 2.000 Russian civilians on the night of 7/8 August. Why have you systematically refused to admit they happened? Why have you not mentioned the devastation of Tskhinvali by your allies’ forces? Why do you continue to support the Saakashvili regime? You therefore support war crimes? You therefore support the Georgian devastation of civilian structures? You side with Saakashvili against the 2.000 civilians murdered? Do you wish they had killed more Ossetians that night? Do you think it is right to target civilian structures with military hardware? Why have you failed to refer to a single item of these odious crimes? Is it because you are a balanced diplomat ready to look at both sides and find a solution? Or is it because you are an incompetent frumpish hysterical female, wholly out of her depth, who instead of acting in a civilised manner as one would expect from someone in your position, instead gives lectures which are downright rude, pig-headedly arrogant and most unladylike? Rumour has it you were pretty much hated in academic circles as well, perhaps not as much as in the area of diplomacy, which your very presence insults. You, personally, are the reason why Washington has been divorced from the international community; you, personally are the reason why so many millions of people hate the idea of the United States and all it stands for; you, personally, are responsible for driving a wedge of sullen hatred into the hearts and mind of the international community. Being the United States history expert you are, you would know that word "negro" is both offensive, and derogatory in American culture. If your going to use such words in regard to United States history, or even the United States in general, be sure to use the correct terminology or else don't bring it up.

The word "negro" became offensive and derogatory after the white Americans used it in the worst possible way in the times of slavery. Otherwise nowhere in the world "negro" has bad meaning. It was used to describe "black african" and that's it, same as the word "latino" describes the "latino" people (most natives in America" and it is not a bad word. It is only in America that the word "negro" is bad.
Its only offensive if the person feels it is offensive. 85 year old relative wants to be called colored and not African-American. He was chastised and called African as a child. He is an American and no hypen needed.

If you don't know the meaning of the word within the American culture, then you shouldn't be talking about the history of discrimination in the US (both are closely related), and if you do talk about it, then at least use the correct terminology. If I act like I know something about Windows, but use words related to Apple, how dumb will I look? That was my intention when I brought the word up.
