Well if you have your debit card added, what PayPal will automatically do is draw funds from the debit card if you have no money left in your online balance.

So if you have $5 in your online balance and you make a payment of $20, PayPal will take the $5 from your online balance and draw the additional $15 from your debit card automatically.

Are you definite that will happen? Is anyone else able to verify that?

    Yes I am sure

When you are finalizing your payment, it will say

"If your account does not have enough funds to cover the payment, PayPal will draw from your credit card VISA XXXXXXXXXXX8832"

Or something along the lines of that

Well, I am not sure about most of the people here but I always have $0 balance with my Paypal account and with my attached Credit Card, I am able to make payments as described above.

Generally speaking, Paypal supports some 190 countries and only 40 of the countries can have Paypal balance assuming they received money and the rest of the 150 countries which has only Send Only status + 40 Send/Receive countries where members do not sell things would need to have an attached Credit Card or Bank Account (limited to a handful of countries) would need to pay via a Credit Card.

Paypal does a pass-through credit card charge if you do not have sufficient paypal balance. If they do not do that, a lot of people would not be able to pay through paypal.
