I've heard of this happening to folks and it's probably due to some downtime incurred and it's just a matter of waiting it out until things normalize. no google will not punish your website. But during host changing, you website must not be offline for the long time. It takes sometimes 24-48 hours to change the host and in this interval your site will be offline.
Ya i think change of host is not any problem from Google Point of view. Just don't get along with shared/multiple hosting and in the same IP with penalized sites.
