It can be, if done in moderation. I read a comment from Matt Cutts on his blog where he said it was okay if there were 'not too many links'. What he meant by 'not too many' is anyones guess. Just link to well established sites of good quality. And sprinkle in some one-way links to relevant authority sites as well. Guiding principal is that the links are there for your visitors, not for rankings. Just use good judgment.
