The Reason I don't allow Cgi is because it is resource intensive and there are proxies that exist for example (Glype) that are more compatible with like Myspace/Facebook Youtube and more sites that could be blocked in your office ISP or even country...

Yes you can host a website in other Languages I do not have a problem with that
