build backlinks like crazy. Don't build ten links and stop. You need hundreds of links literally too many. So, continue link building. Don't do reciprocal. Hay... Another PR obsess... Its not bad to "have goal" on high PR; but more important on that, focus on having good SERP, as your website become visible (i mean, MORE visible) on SEs, your gain more and more traffics... Then, having fair PR will follow. =)
Lots of Back Links = Good PR. But be very choosy while getting back links. They must be from quality sites or directories and also having some good PR. Always submit to relevant niche.
Sorry, but unless those extra pages attract extra incoming links that's not going to work. You can't create PR aside from the very nominal value that each page has. In theory this may work, but in practice you won't be able to get enough pages indexed to pass anything significant.
There's a misconception that you need thousands of links to increase page rank. That IS A MYTH. You only need a few high page ranks to rank high. For example, if you had 3 pr7 linking to you and nothing else, you would see your page rank being a pr4 or 5. This is real easy. Buy the links if you have to.
