Try asking google or just look at their webmaster guidelines.

See the part where it says - "Submit your site to relevant directories such as the Open Directory Project and Yahoo!, as well as to other industry-specific expert sites."

I think that answers your question.

As long as the directory is having the same theme or niche as your site, it would be valuable. Choose the directory wisely.

Make sure the directory is a legit directory and not just a link farm. If the directory has a pr of 0 than don't use it

That's Ok, but you should take in account low PR (but well maintained) dictories too. High PR directories really worth, but they are frequently expensive. Many Low PR directories, will acquire a better PR next months, and when it happens, probably they will become expensive too. So, submitting to High PR directories will be probably helpful, but if you want achieve an effective directory submissions campaign, you shouldn't take only high pr directories. Also, many low PR directories, but narrowly related to your business can be more helpful than some high pr and general web directories.

In any case, try to avoid FFA and undesirable directory networks (which share IP, database, banners, category's tree and templates). Also, many web directories seems to be really fine to submit, but if they don't show any trace of life (e.g. last additions), probably they're neglected web directories who never will approve your submission. So, find active and well maintained web directories and submit there. PR worth, but shouldn't be taken as the only parameter.

offcourse new born will have pr0, that doesnt means they are useless. Infact their approval ratio is much higher than established ones, and who knows that the pr0 dir. you submitted today might turn into high PR by next update . And what if the high PR dir. you submitted today might loose its PR in next update or due to penalty??

Also the high PR directores have huge backlog pending and you never know when your site is goin to be reviewed.

So in my opinion, not to chase PR, it is useless, Always concentrate on getting good quality backlinks.

Directory submissions can work if done properly...You don't want to depend on it completely for your ranking results but also want to focus on other link building methods as well...From research I've done, directory submissions have worked really well when building links for some niche terms which were used in the titles...so if you put a little thought about the titles you use for submissions, it can work to your benefit.

Directory submission is not the easiest way to get backlinks or the best way to get backlinks. It is just one way that works reasonably well. Of course, the real downside is that most free directories get banned pretty quick and your stuff doesn't get approved very fast either. Thus, it's kind of a huge waste of time, but if you do enough of it, it will get you links. How much value they carry is a different story entirely.

It can take months for the free directories to index you so its also about patience. If you want quick back links try posting in forums with your link in your sig.
