Looking for a offshore dedicated server

    I'm looking for a offshore dedicated server in either Amsterdam, Germany, Ukraine, Russia or any Asian country that will allow torrents.

    Hoping for a quad core, But a dual core will work as well.

    Must MUST have a 1000mbit port. No ands if or buts on this one...

    Hard drive space, Hoping for atleast 250gb, But 80gb may do.

    Ram, Hoping for atleast 2gb but 1gb will do.

    OS - CentOS

    My budget is from $50 to around $400.
