It's fine to need a reciprocal link - but you need to state it up front. Reciprocal directories are often regarded as link farms by the search engines and therefore most people prefer to avoid them.

No actually, 'free' means given with nothing required in return. Requiring a link in exchange is a trade which is not free in the same way a link in exhange for cash - which is meerly a medium of trade - is not free either. If I tell you I will give you my house but you need to give me 5 Ferraris in exchange, is that free? Of course it isn't. By all means require a link in exchange but please don't deliberately mislead people. Many of us cannot give links in exchange as we don't control some of the site we are promoting and posts like this waste our time.
