Your friend needs to check his/her account again after few times and if limitation is still there in his/her account then try to contact paypal immediately through phone for quick solution of this issue.

    DON.

I get 8-10 a year. I just forward mine to spoof and fraud @ paypal. So far, all were phishing attempts.

So there will be no use for these attempts to lift the limitations

Not necessarily. In each and every one of my cases, PP replied that they were PHISHING attempts. ALl was really secure.

I was pointing out that they looked real. If I had replied to any of them, I'm sure the site would have looked real too. And anything they said may have looked/felt/sounded real too. Just a heads up to really be paranoid about answering nearly anything nowadays. And to use due diligence.

"service@intl.paypal.com" looked suspicious to me, but may be real. I only contact them directly, and never answer their mails.

If you're really limited, appeals can help, from what i've see posted here and there. Never give up.

BEWARE! Both of these emails are phishing and they are not from PayPal. They came to me too and I forwarded them to and real paypal team responded:
    .........................................................................................................................
Thanks for forwarding that suspicious-looking email. You're right - it
was a phishing attempt, and we're working on stopping the fraud. By
reporting the problem, you've made a difference!

Identity thieves try to trick you into revealing your password or other
personal information through phishing emails and fake websites. To learn
more about online safety, click "Security Center" on any PayPal webpage.

Every email counts. When you forward suspicious-looking emails to
, you help keep yourself and others safe from identity
    theft.

Your account security is very important to us, so we appreciate your
    extra effort.

    Thanks,

    PayPal
    .......................................................................................
So there is evidence that this is not real deal but fraud!
