You have to build back links to your site to get PR. However, you should focus on trying to get your site to rank for keywords in the search engines. That's where the money is. Build links back to your site with anchor text that you want to rank for. The PR will come by itself...because of the links.
If you are just starting out, you should start looking into learning SEO. Otherwise, look for a SEO company that can get you started. Just keep creating content for now and don't worry about the page rank.
