If you wanted to build webpage PR for a given budget, what would you do? Here are several ways I see to build PR: Sponsor blog articles on high PR sites. The downside, soon your article falls down to a PR0 archive page. Hire directory submissions. Hire/buy sig lines on forum posts. Hire someone to comment on blog posts. Hire someone to write articles. Buy static links on high PR pages. Are there any I am missing? Of the methods available, what gives the most bang per buck?
social bookmarking! that's the cheapest way to build quality links that increase your PR! some social bookmarking sites are nofollow, they won't help but there are still plenty of social bookmarking sites that are dofollow and pass link juice.
For a limited budget, I would recommend that you focus on "local search - SEO" and not worry about Page Rank. To obtain links that pass page rank is for the pros. The "nofollow" attribute has made links impossible to track for someone who also has to run a business. Talk to Larry Becker, VPNSys in McKinney TX as a start.
I think you should independently do that rather than depending on other people to perform each task for you.

The reason I want to increase the PR of my page is bigger than the scope of this thread. Sufficent to say it will be usefull to me. It comes down to I have a budget to accomplish this. Yes I have budgets for other things but this thread is about the most economical method (so the question already supposes someone is being paid to do something) of increasing PR. So of the methods discussed, which are the best considering the costs involved?

My advice is not to tried paid static links unless you are sure that the blog is a "dofollow" blog or you will only be getting traffic instead of some PR juice from the paid links. The most economical way to get backlinks is to: 1) write articles and post to ezinearticle.com 2) post in social bookmarking sites like digg.com 3) participate in forum such as digitalpoint leaving your URL in signature 4) posting comments on high pr sites. Some blogs have the top commentators widget which will give you backlinks as well. 5) posting in directories like DMOZ.org This are the few things that you could do to build backlinks. In fact it cost you $0 and the website I listed are all "dofollow" which is important because it will give you backlinks.
