Secondary user wonna ask if someone has a premimum/business bank verified account 1) can he create a secondary user account for someone from a non-paypal listed country? 2) can the secondary user be allowed to send payments ? if main account holder allows it ot? thanks in advance
Almost country accept on paypal can send money. But not almost country can received money. What do you mean by secondary user? You mean is additional account on primary account for other people? Or what?

Only Paypal Business account has the Multi-user access option but the premise is that the business is located within a geographic region or country. Remember that it is clearly stated in the Paypal User Agreement that all access must be from a country supported by Paypal so basically all those working for your company must be located in Paypal supported countries, hopefully all located in the same country. If you have multiple branches across the globe, each branch in each country must have their own paypal account. Multi-access typically allows for all users of that account to have the same access to sending and receiving funds. Only offer your employees access if you can fully trust them.
thanks a lot for the informative post so even if i can provide them proof that one of my employee is in non-paypal country and will only access paypal from a dedicated IP (which i will provide paypal) it wont help?? also can they access via VPN(of my same country) ??
It would definitely not be done in good faith. Do understand that if Paypal allows this then people would exploit this loophole for subjective activities. It would be best to only allow your finance personnels from your HQ access to the paypal account. The fewer people accessing the account the better as this would prevent any unauthorized usage and accountability. It would be in your best interest if you only assign 1 or 2 more access (people who are physically near you which you can audit) apart from yourself to the paypal account and for all other employees who needs to make changes to the records, you could have them furnish you with the proper documentations so that you can approve or deny their requests. This will ensure that if you are not around for a couple of days and finding that your foreign employees spend all your company's money away. If they do, you cannot dispute that your account was misused and you will have to bear the responsibility for their actions as they are an extension of yours.
Well, I am not sure if that would happen in my lifetime. The under 20 odd countries which are still not supported are either politically, socially, economically unstable or volatile or their banking regulations are not up to international standards or simply does not have the economic mass to be cost effective to support them. I guess time will tell.
