The CEO isn't going to take your call. Your best bet would be to send or fax a letter. Isn't 15 accounts against their TOS? And you wonder why they keep limiting your account(s)?

 

please read the posts before.. i said i got my first account limited then i started t open one by one

i never had more than one opened at the same time.

 

Limited doesn't mean closed. If you keep opening accounts, they are going to keep limiting them until you solve the problem or give them the documentation they want. Your accounts and information have been flagged by the fraud prevention division in Omaha. If they don't have a valid reason, you need to sort it out and just not open another account.

 

i tried solving every account and i submitted so many infos. and documents but every i account got appeal denied.

I would suggest you go to Paypal's company headquarters, walk in acting like you know what you're doing/where you're going, make sure you carry a file folder, and then find a "co-worker" and tell him/her you have an important message/file for the CEO where is his/her office? (you'll want to know the CEO's name/gender before you go there to seem more legitimate).

And, that's you're only chance.

Anyway, talking to them won't help, if you're not satisfied with their service use a different site, they probably have their reasons why they limited your accounts and complaining about it won't make it any better.
