I have a business in California that says they can guarantee me a 1-3 position in google and yahoo search results for a set price per month. It is keyword based as well as geographically base. Basically I gave him a few keywords and states that I wanted to target and for $450 per month he would guarantee top 1-3 position in organic search results. This doesn't make any sense to me how he can do that, but I am no expert. What do you think?
they can't guaranteed you nothing...for some keywords it's almost impossible to achieve top 3 position, or it takes many years any many financial resources for that..
Better ask them for previous works, some proofs of solid works. Otherwise, just move on. Anyway, let me tell you that anyone that promises Top Rankings is fooling you, unless your competition is tiny, let's say, eg: smaller than 5 million. If that's the case, even a medium seo can beat them. I've beaten all my clients competitors till today, but i don't accept competition bigger than 5 millions because i don't want to ruin my good reputation. Right now i'm targeting a 34 million competition but i'm going to be paid ONLY if i get top 10 for 3 keywords. Started 3 months ago and till today the site is sandboxed so, right now just speding cash and working for the big bucks
It is probably in the sponsored listings box on top of the organic search results. There are companies that purchase them from google or yahoo and resell to individuals while skimming a profit. I get the calls all the time. - Here is an article as an example

If they were able to do that, they'd put their own sites up there for some ridiculously awesome keyword phrases and make thousands of dollars at it. Why would they do it for somebody else for $450 a month?
nobody can guarantee anything especially the serps - dont believe guys saying guaranteed top position - they only blablha
No one can guarantee a specific place in google search results. I suggest you do not pay for such service.

If the keywords are not that competitive, I think any seo expert can guarantee you the results... (If they know what they are doing) however it's always depend on the keywords you are targeting
Nothing is guaranteed but if you have the money to invest it, I would say, try it and see the results.
Itried a company from canada that said they could get me on first page of google and yahoo for 10 keywords for $99 a month. i was using dish network keywords. it was sponsered search i was on the first page in google. it would show up at midnight it would be there till i recieved 8 clicks then gone till midnight the next day.
