    Ok this is just completely confusing, this could be taken two ways:
    "Need a Dedicated Server? Post Your Specs" - Providing servers
    "Need a Dedicated Server. Post Your Specs" - Wants a dedicated server.

    To be honest, I have no idea which one it is :p

    He's asking who needs a dedicated server. In other words he is a provider and can give you a quote based upon your requirements.
