Here is the problem.. You can not have good and free billing. I know of a almost free system. But if you have any ANY thoughts to what will happen with a under developed system you will not be happy. I do understand spending as a startup is somewhat difficult, but i would like to suggest that having this from starting would be beneficial to you in long run. I have been through this headache of shifting existing clients from my own billing software to the more advanced professional piece of software. Right now we are still having customers on our old billing software and really regret for not using WHMCS. Just my 2 cents.
If you can't afford the $15/mo lease license of WHMCS for a billing (The most important part of your hosting) then you may want to reconsider your business model. Is this something you really want to get into if you can't invest in it? It isn't to be rude, but you need to have some funds set aside for investment on your company.
whmcs is the best, clientexec is also great but not really. edit: Or try Accountlab Plus, just $45/yr, $15 after (renewal), that's considered to be cheap. I also found a billing script for $10/one time, please see here:

Yeah... LicensePal are awesome. I have 2 WHMCS licenses and 1 Kayako SupportSuite license with them, and no problems
I have thought it over and do realize that one day I will want to sell it. So I will wait until I have the funds to start the hosting business off right and pick a domain that is not part of my brand name. I just want to thank you all for your replies and great advice.
