I'm fairly new to the concept of link baiting and would love to learn about it. Is link baiting only for the popular websites that have a good reputation or is it possible for EVERYONE to use this technique?
Directory submission is the key to building your website one-way links and increasing your site popularity with search engines!
I think it is possible. But you need to have some special contents otherwise it will not be possible. Starting a contest is one of the way but it does not always work.

i dont think link baiting is something you can "learn". but look around at what others are doing and identify what is link bait and what isnt. link bait is basically generating word-of-mouth traffic by means of producing something that people want to see. something that stands up on it's own and does not appear to exist to sell a product. popular drinks brands might launch an online flash game or something that has nothing to do with buying but pushes their brand, for example.
write useful content-- lists, how tos, complete guides etc fetch more link baits than anything else. It's a great way to build some more traffic and backlinks.
I offered some free software to the gaming community on one of my websites and generated several hundred links. Most of the links don't convert well because the visitors hit the download page, grab the software, then are gone. However, I do see some people coming back after the fact and looking at my pages. So between the link juice and the return hits it was worth the effort.

Go to the high traffic bookmarking sites and see what kind of pages make it to the top. When you get to the top, you can expect a few thousand nearly instant visitors - and a lot of those visitors have their own blogs and sites so there are probably a few hundred links involved, too. A couple of my deep pages got PR3 to PR5 after I only submitted them to one single bookmarking site. If its interesting and it goes to the top, other people will take care of the linking for ya.
A contest can work for you. Depends on your audience and the contest format on how well it'll convert. Shoemoney's free t-shirt a day is one simple example. The other extreme wouldbe something like - A battery company in Canada is giving away an Imac everyday this month (visit everyday to entry-thats traffic). Good luck.
Content is the King of SEO world. It can be one of the surest ways of link-baiting, which is nothing but the methods throughw which u can attract visitor's attention and get links.
But content in general will not get people to link to it. It's what you write about that really counts.
