    No, it is not.

The effect of a regional domain is to help with getting listed in a regional Google, although it is not the only way to get there. It does NOT help your ranking within a regional Google or google.com, either against other regional domains or against other pages/sites within that regional Google that are .com or .net or .anything-else.

Did I say it is only way to get there? Did I say ccTLD helps you rank against other regional domains? You could try to compete with .in or .co.nz domain (even hosted in target country) in US or any European local Google, or try to compete with .es domain in Google.co.in. You may also try to cover Google.com with ccTLD domain. Tell me about your success later ;) Yes, it is possible, but really not smart SEO advice. ccTLD is a disadvantage if you target international markets. Major TLD-s (.com, .net, .org, .biz etc) do not have predefined regional targeting setup. Also should be considered, that thousands of small local search engines are out there and many of them prefers strongly local domains. You have search option "pages from the UK, Germany etc" below Google search bar and a lot of people actually use that option. Just compare results from your computer (same place and IP, right?) on Google.com, local Google with "the web" and local Google with "page from..." option. You see different SERPs and it is not only because of language or NS location.

I really doint think it matters, .com is usually the highest SEO term i think, while .ws is still just getting out to the public and is not as well known.
