    I think no... public ads displayed only if google cannot identify what type of keywords you have on your page..

    PSA happens when:

    a) your content doesn't match any ads (rare)

    b) your content is screened for being against TOS, such as sexy pics (common)

    Can you get rid of PSA? Yep. Usually you have to remove what G thinks is against TOS.

    Thats not a wise idea and a waste of lines in the filter.
    You better try to get ads by adding keyword rich content.
