I need a skilled programmer to make a custom wordpress template like johncow.com but based around my characters theme instead. This will require some custom cartoon designs for some parts of the theme to match my character. I have the header done already. I have a description of how I want the theme to look. For wordpress, around $125-$150... it really depends on the theme + features. Some people want me to install SEO plugins, cache plugins and all the useful things as well as theme. L3fty had done some cartoon work for me before that I was very happy with.
