Let's say I have new proxy website and I did link exchange with many other proxy sites , using this anchor text "Free Online Proxy" is it better to use the same Anchor with every site do link exchange with , or I can use different anchor like "Best CGI Proxy" and this will not hurt the PR or SERP please tell me your opinions
For every anchor you get, link jucie will be split. You should ask yourself, do you want to rank for 1, 2 or even more keywords ?
It's the general consensus that the majority of your links should have the anchor of the phrase you want to rank for the most (around 70%). The rest of your links should contain anchor text that's related to your site and other keywords you would like to rank for. The reason having all of your backlinks using the same anchor text is bad is because the search engines will see this as being 'unnatural'. I would recommend to use different anchor text each time..as these anchor text can even create competition for your own site ...
Don't go with single anchor if google notice that then it can be hurt your site now a days google prefer natural links so don't do this go with different -2 anchor tag and make your link is natural

just make sure that the anchor text was related to your site.. SE. has giving attention to this. cause its a way of naming a site.. letting SE knows what the site about.
yes, u r right. I would say that if you target 2 or 3 keywords to get ranking on it, then you should take back links for various anchor texts(keywords).
If you want to rank highly for a specific keyword then most of your anchor text should be the specific keywords, keep it this way. Usually you are trying to rank highly for more than one keyword though, so swap anchor texts around slightly, however keep the anchor text focused on 2-4 keywords. target the keyword with the high search per day that is related to your site after you stable your rankings make a variation of other keyword that still target your first chosen keywords for example the first keyword you choose is "Free Online Proxy" if you reach the first page for that keyword try to change it when you make link trades with other related sites like "free proxy" or "online proxy" this way you are targeting different kinds of keyword specially the keyword proxy that will bring a much higher search engine rankings for your site.
