Actually, "All our representatives are busy at this moment" ain't wrong. It need not be too formal especially when you're dealing with Americans It's like saying "All of my bags are packed I'm ready to go" and not "All my bags are packed". I guess when you add "of" it makes it sound a lil off, right?
