When Paypal limits your account, all you need to do is to submit the documents which they require to verify you or your transaction listed in the resolution center. Once you submit your documents and they are satisfied that you provide real data and that you did not breach any acceptable usage policy, your account should be unlimited within 6 hours to perhaps 2 weeks.

Paypal does not limit accounts for no reasons unless the information you provided raises a red flag or your dealings are suspicious, ie breach your contractual agreement or acceptable usage policies. Of course, if you hit a receiving limit your account would be limited by law until you provide further documents to proof your identity further, this is to prevent money laundering and terrorists funding.

However if you fail to submit fully all the necessary documents and satisfy them, your account would be limited for life. However, when the 180 days are up which allows for your customer to issue a chargeback from the bank, you will be invited to withdraw the balance so nothing would be lost.

You will be able to withdraw the money in the form of a check or directly into your bank account. You cannot pay anyone else on paypal or buy anything with the money. The only option is withdrawal. As long as you did not provide a fake name or fake address, there is really nothing to worry about.

Provide everything which they are asking for, they will remove your limit in a day or two.

After you follow all the things to do and complete them you'll have a verified paypal account :) and dont worry paypal wont take your money. It will verify your Credit/Debit Card, Address, Telephone No, Bank Account etc.

It is not up to you Pay Pal will take their time to verify and check. It may be handy to have another payment gateway handy just in case such problems occur for eg moneybookers, alertpay etc.

Then check what things are required in the resolution centre, you'll see things to do.. Unless you complete all of them your account will not be lifted.

Adding your credit card is one thing, has it complete the Expander Use Program to verify the card ?

lol that sucks man, paypal does stuff like this sometimes. If you have a history of these issues, Paypal might end up doing some funny business in the future, so just make sure you have a backup plan as well.

Paypal sucks period, they always limit accounts and you need to read their small print, just do what they ask and you should get your account back to normal ;)

They need to verify your identity and stuff like that. I guess part of it is govt regulations too. If no such thing is done, Pay Pal will be a third rate payment processor and you won't even see it so popularly accepted worldwide.

Pay Pal is doing their due diligence to ensure that their data of the customers is accurate. As I said earlier, without doing so, it would be easy for money launderers to make use of Pay Pal and extremely difficult for Pay Pal to track. I doubt many countries will allow Pay Pal to operate.
