Refund And Pending ?

i bought an item on ebay, but seller gave up to send item. and refund at 07.24.2008, but payment is still pending. i want to learn problem about seller or paypal? i made payment with my paypal balance not credit card

 

How was he able to make a refund in the future, ie August 24, 2008 ?

Only the seller knows why he is unable to deliver, perhaps you can email him and ask ?

It is possible that he does not want to deliver to your country, the item for sale may have already been sold or it may be damaged.

 

i correct date, how long has refund time on paypal. do you know ?

 

Refund should be instaneous if he has funds in his account otherwise it may take about a week if he needs to fund the refund through e-check.

when you click on the refund transaction, does it provide more details ?

 

Or you can open a dispute if the seller didn't shipt the product, your tried to communicate with him but he's ignoring.

Like I said above, if the money is showing pending the refund then he does not have the paypal balance and funding the refund using e-check which can take up to 7 days to clear. e-check would mean transferring his money from his bank account to his paypal account so that he can pay you.

So I am right when I say that he does not want to ship to your country. What is your country anyways ?
