I think I already updated your ticket.

You need to login to WHM ( Check your welcome mail for login info )

Then click on Create A New Account

Fill the details like domain name, username and password etc

From there you can create a new account, and then you can send a mail to your user.

You can also get some help from cpanel.net wiki section.
