    I hav ebeen looking at it for past one month and found several
    unfortunately I found even way more failures
    The only ad company that succeeded just to get its foot in the door is adtoll. Even they are struggling.
    I dont think it has any money in it

    Depending upon how big you want to be. You can start with an VPS and then switch to dedicated as the network gets traffic.
    If you develop your own script, around $20 would do for the first month.

    And some hundreds in case you don't have advertisers, as someone has to pay for the publishers' traffic.

    You do need VPS at least. No shared hosting provider will allow you to run an ad network on a normal hosting account, once you have started to receive decent traffic.

    As it has been widely said, you can't go with a pre-made solution (like PHPLemon) as it won't fullfill your needs.

    You better look for a PHP programmer and let him/her do that for you. It will be most affordable than later move all your data to the new system from PHPLemon and you would have to do that anyway.

    By the way, I can code PHP Scripts and can provide you with affordable VPS and Dedicated Servers.
    So if you finally decide to go with this I can help you.
