Where did you come out with that from ? Egypt is NOT a Paypal Support country either for just sending or receiving or anything else. See https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside , Egypt is not even listed. Under the contractual agreement, you agree not to access Paypal from an unsupported country so it means that you cannot sign up for a paypal account while you are in Egypt or use it while you are in that country.
sorry i thought that egypte is listed with the countries that can only send !! because most of arabic and north african countries is supported : my country morocco and algeria , mauritania ... !
