I also received a few PM spams from him but DOS is not legal I really discourage that. The best way at current is to forward the PMs to the mods who can banned the accounts. Also for those who know how to contact his Chinese host, you can help by complaining to them about his behavior. But do refrain from DOS, you can be sure that my feelings towards that guy aren't really great either, but don't get yourself in trouble by DOSSing.
Just leave it alone... just don't go to it, don't mention it... most of the time that's what they want, attention and fame. Well, don't give them that, so just ignore them and let them run that petty site

I don't get it. The whois on the domain is showing his full name to be Boucher, James abd that he's from Texas. So why are some people saying that he's chinese?

I guess so, still it is not ethical to dos, it is illegal, though I doubt the Chinese will enforce anything. If they would, they would have taken down the site long ago.
