It's the writer's way of creating a link farm and I think instead of deleting links from his browser cache, he selected to keep thim on this way.. :D

It's on a blog and not on article site so the owner is free to post..

This is not an article at all, it is a collection of links and words, nothing more than that. That was real spammy, I must say :) . The author did not even try in his barest efforts to make it look and sound like an article.

It is on blogspot, free blog hosting, who cares about the content. It is extremely spammy but I guess Blogger won't ban it for that. As far as I see no Adsense etc, so really nothing for anyone to do and also nothing we should bother about anyway.

When a human reviewer finds that site, it will be deindexed.

I doubt that Google would care enough to manually de-index the domain.

I don't even think it's indexed at the moment.

Blackhat begins when you start to actively try building backlinks for your site.

In a sense, this is a type of blackhat. If he somehow automated the process and made hundreds of thousands of .blogspot blogs that were all indexed, he MIGHT be able to bomb the rankings. If not, then there's really no reason to do this.

I doubt so. IMHO if this can have a bad effect on the sites that is listed on it, it is very very simple to sabotage your competitors' SEO efforts. Simply sign up a few blogs, create the same type of spammy pages......it would create havoc in the SEO world.....
