This time you need Credit Card because they mention you. VCC is not work here. So add CC information.
VCC can certainly be a great way to get your account limited again. You end up with problems if they ask you for your credit card statement.
Cool! As they as they provided paper credit statement and that they verify you before issue you the credit card, it should not be a problem. The problem occurs when you get VCC from those who generate their one-time usage VCC from their Indian HDFC Netsafe account and sell them to others to use.

There is certainly no guarantee that would happen. VCC may be a reason why some people have their accounts limited in the first place and using it may just be playing with fire and give Paypal more reasons never to lift the limits on your account. I supposed if the person who handles your case happened to be someone quite dumb, your limitations may be lifted with a VCC. But you do know that for the most time, a VCC does not achieve anything as it defeats the whole purpose of verification. Besides it is prohibited to ask or offer VCC here at DP.

Of course not. There are some Indians who offer VCC which are actually one-time anonymous credit card number for their own usage. Those would either expire once it is used or within a short period if it is not. They cannot be used to withdraw anything since there is actually no card and works on a one way basis. If your country supports VISA Card withdrawal then you will need to get a real bank issued credit card for that. Since you surpassed the 180 days restriction from funds transfer, why not just request for a check to be sent to your home.
Just request cheque , because you can't request bank transfer since account is limited and they don't allow you (NEFT) Services - National Electronic Fund Transfer.

Just click on withdraw funds- Click on payment option that describe check payment. The cheque will be issued in the name you described in paypal. Also carefully check , your name and adress is right in paypal , so you will get your chk delivered to you and not to someone else.
Yes, You can use a VCC to Verify it. But withdraw the funds before that. and many VCCs have stopped working. I think VCCs from axis bank still works ( india ) LaZyBuMâ„¢
