Yes, it can. I hate blogs but I have several blogger blogs that I set up for tests. I never add anything to them after I have gotten what I needed from them, but they make money every single day. Two of mine get in the $.50 to $1 cpc regularly. I still hate blogs though. Wish I could read Chinese for ya.
Yes you can provided that you have high and decent traffic flowing to your blog. Build up the traffic gradually at least aim for 1k UV and then move further ahead. Most bloggers nowadays don't rely much on adsense but they combine with affiliates as well.

Yes... two words... affiliated advertising... I can read Traditional Chinese fluently. I can read the posts which are in simplified a bit... It looks like the author is just writing about random shit that happens... no depth to it...
