TOS of ironoffers requires minimum 50k unique page views per month. My site does not receive that many uniques yet per month, can I still apply?

I have almost $1000 in pending payments from Ironoffers - pending for more than 6 months. They used to pay by paypal. But when they stopped paypal, they requested my bank data. But they have not made the payment so far. Whenever I contact Andrea, he just says I have forwarded it to accounts and you will get the payment soon. I recommend you to stay away from them.
