i think google already know about that and they not gonna ban their account , as far as i know there are many arab advertisor and yet there no much arabic website for these publisher so they allow arabic warez sites that is what i think about it

Everyone can put every adsense code on any site and it will work, because they don't check every site immediately. It need some time to discover a scam site or someone have to report it to adsense team directly. The only thing that mean is that their system is so huge, that they have really big problems with maintenance.
if if... you are seeing adsense on warez forum the possible reason could be that they might have not reached $100 mark to get a payment... so they are not banned... usually adsense takes action upon reaching a target of $100....

look, just because your site is not yet banned doesn't mean that it never will. If you want to play it safe then follow the tos, if you don't then its a risk for you to take. Who knows, maybe they'll never catch you. Google is NOT an all knowing divine entity, some are bound to slip through I don't think reporting someone site is a very nice thing to do..........
